To those following the ongoing saga of Manitowoc, Wisconsin, Corporation Counsel, and Register of Deeds. Preston Jones, Register of Deeds, allowed a "Notice of Federal Lien" to be placed against my private property. Steven Rollins, Corporation Counsel, supported and encouraged this deception. Deception why? Deception because NO LIEN EVER EXISTED.
After doing a FOIA [Freedom of Information Act] to the United States Treasurer, the IRS responded on Department of the Treasury letter head stating, "The IRS does not maintain copies of the filed Federal Tax Lien, only a copy of the Notice of Federal Tax Lien. Please contact the Register of Deeds to obtain the actual Federal Tax Lien. Tim D. Christian Disclosure Manager, ID #62-09241, Nashville Office." This statement acknowledges that the Notice of Federal Tax Lien and the Federal Tax Lien are TWO separate and distinct documents. The "Notice" references the existence of the actual lien.
Preston Jones, Register of Deeds, response: "We only have the Notice of Federal Tax Lien and the Release of Federal Tax Lien documents in our office. This is the same information that you've inquired about previously." Here is the admission that he does not have the lawful documents necessary to support the alleged "Notice" that is floating around.
So where is the actual lien that neither the IRS nor Preston Jones has that is crucial and necessary to force a payment? It does not exist. There was never any judgment by a lawful source called procedure for warrant and distraint to enforce the Notice of Federal Tax Lien. Hence NO LIEN EXISTS!!!
This is also known as conversion. Conversion in this case is simply creating a lawful looking document, placing it on a public record and then taking that information to extort money from another using the guise of law.
Steven Rollins, corporation counsel, has repeatedly informed Preston Jones to continue the fraud against me and extort the money from me.
ALL names, dates, contact information, correspondences, responses and lack thereof are documented and can be made readily available to anyone that so chooses to prove what I state here as true, correct, complete, certain and not misleading.
By the way. I have repeatedly requested a hearing to which I have been denied. One FOIA to the IRS and its agents/representatives was, "If I am coded "01" in the IRS code, what does that mean?" NO RESPONSE. This question MUST be answered.
